Transitless in Seattle

First off, my apologies for the title.
So, Seattle and greater King County voted down a transit package that would have greatly expanded the light rail, currently under construction. First they killed the monorail (after approving it FOUR times) and now rail. We are stuck with a horrid bus system and a commuter train that is useless. Seattle has so many wonderful things going for it. Why is such a progressive city so ignorant about transit?
I understand that this transit package was flawed with the addition of the roads package. However, we desperately need a transit system that works and this city is notorious for taking its time on important issues. The current light rail project, once complete, will have taken more than a decade for only 17 miles of light rail. Basically, we have a rail system that takes you to two different malls.
